The City of Nampa is considering code updates for mobile food vendors to streamline current permitting processes while keeping operations temporary. Proposed regulations include restricting business hours to 9 a.m.–11 p.m., banning overnight parking outside of formal food truck courts, prohibiting permanent electrical/utility hookups, and restricting portable signs, seating, tents and umbrellas near trucks, according to a report by Boise Dev.
City leaders state the changes aim to prevent mobile vendors from operating like permanent outdoor eateries without paying similar taxes and fees. However, the proposal has drawn concern from both council members and local business owners. Opponents argue the rules could lead to municipal overreach, create enforcement burdens, and harm small businesses—such as coffee trucks hindered by the 9 a.m. start time or operators needing weather shading for customers.
The Nampa City Council is scheduled to vote on the proposed ordinance October 19, without a public hearing.
