The Portland City Council approved an emergency ordinance that waives the code that prohibits food trucks from operating in the Central City Plan District. This is part of a two-year food truck pilot program, according to a report by Koin 6.
The plan is meant to revitalize downtown and only applies to food trucks, not food carts.
"Unfortunately, downtown Portland's food scene has not returned to pre-pandemic levels, so returning workers at some locations have limited dining options … the pilot project before us today aims to fill that gap," Mingus Mapps, commissioner, said in the report. "The pilot project will contribute to the vitality of some commercial areas, increase the walkability of the Central City Plan District and decrease the need for auto-oriented transportation."
