Despite the federal transportation initiative to allow food trucks at interstate rest stops in order to help feed travelers and truckers as well as provide truck owners a place to do business, California food trucks don't seem too interested in the location opportunity.
The reaction and participation within the Riverside community has been slow, according to a Press Enterprise report. One reason is that there doesn't seem to be much customer base, according to a truck owner serving at the Whitewater Rest Area. Another reason may be the requirement for a special permit for certain rest stops.
The state has 86 rest stops on freeway roads, according to the report and Riverside is home to 15.
